The tip came in that she was planning to meet a man at a Las Vegas restaurant to discuss getting married. Metro officers and Homeland Security investigators set up surveillance and were waiting when Jiaying Chen, 33, arrived. When they arrested her, she was carrying a fraudulent passport and a fake Nevada driver's license under the alias Vicky Liang. It was the second time she'd been charged — the first time, in August 2024, she never showed up to court.
According to prosecutors, Chen had obtained at least 14 marriage certificates under her name and her alias since 2019 — and got married five times in a matter of months this year alone. Her alleged method was consistent: meet a man, suggest marriage quickly, then begin asking for money with escalating stories about sick family members in China. Once she received the funds, she would cut off all contact and disappear. One man told police she requested $40,000. Another said she took $23,000 before telling him she "didn't want to be married anymore." A third gave her $20,000 and said they are, to his knowledge, still married.
A separate victim — a woman — alleged Chen wrote her bad checks from a man's account and scammed her out of $40,000. The Clark County Marriage Bureau had flagged Chen's name to police after noticing the volume of certificates linked to her, triggering the investigation.
Chen is charged with five felony counts of bigamy and two counts of intent to utter a fictitious bill. She is held on $100,000 bail at the Clark County Detention Center. Her preliminary hearing is scheduled for June 29. Prosecutors flagged her as a community safety risk — the judge noted she had previously been accused of pistol-whipping someone on Fremont Street.
